He graduated from Dnipro Medical Institute with a degree in “General medicine”.

He has a second degree, graduated from Kyiv University of Market Relations with a major in finance, and gained a master’s degree in finance.

A leading expert in the field of neuro-oncology and laser clinical neurosurgery. The founder of laser trend in domestic neurosurgery. Developer of new progressive highly effective laser-microsurgical, laser-endoscopic and navigational techniques of surgical interventions on the central nervous system, the method of laser thermal destruction and photodynamic therapy of malignant brain tumors, fundamentally new laser and navigational technical support for neurosurgical operations, technology of combined application of laser microneurosurgery, neuroendoscopy and of computer neuronavigation. In 1983, he performed the first laser surgery in the history of medicine for brain tumor removal. He has performed more than 4,500 of the most complex operations for brain tumors using personally developed innovative world-class neurosurgical technologies providing a high quality of life for oncologic patients.

For special services to Ukrainian people, significant contribution to the development of Ukrainian medicine and neurosurgery, high professionalism V. D. Rozumenko was awarded the Order of Merits II and III degrees, Honorary Diploma of the Cabinet of Ministers of Ukraine, Honorary Diploma of the Verkhovna Rada of Ukraine, Honorary Diploma of the Ministry of Health of Ukraine, “Golden Badge” of the Ukrainian Union of Industrialists and Entrepreneurs, Honorary Diploma of the Ukrainian Association of Parliamentary Journalists. He was awarded the badge “For the protection of human rights” by the Commissioner for Human Rights of the Verkhovna Rada of Ukraine. Prize laureate of the National Academy of Sciences of Ukraine in the field of clinical medicine. He was awarded the orders “For the development of Ukraine”, “Power of Mercy”, “Star of Glory and Merit” and medals “20 years of independence of Ukraine”, “Badge of honor” of the National Academy of Medical Sciences of Ukraine, “15 years of the State Border Guard Service of Ukraine”, “For high professionalism”; honorary awards “As a sign of great respect for Public Security” and “For a significant contribution to the development of Public Security”. He was awarded the church orders of “Holy Prince Volodymyr the Great” and “St Agapit of Pechersk” of the I, II and III degrees. Laureate of the “Golden Fortune” International Academic Rating. The winner of the special award of the nationwide program “Person of the Year” in the nomination “Idol of Ukrainians” for a significant contribution to the development of Ukrainian medicine.

Author and co-author of more than 700 scientific papers, including 185 articles, 24 professional monographs, textbooks and books. Author of 89 patents for inventions and utility models, 11 copyright certificates, 20 innovation proposals.

He trained three doctors of medical sciences and nine candidates of medical sciences.

Public activity. Advisor to the Verkhovna Rada of Ukraine Committee on Healthcare issues, Maternity and Childhood (2002-2005), advisor to the First Deputy Prime Minister of Ukraine (2005), advisor to the Secretary of the National Security and Defense Council of Ukraine (2006), freelance expert of the NHSU (2020-2021), Medical Adviser to the Commissioner General of the International Public Security Police Corporation (2006-present).

Member of the expert problem commission “Oncology” of the Ministry of Health and the National Academy of Medical Sciences of Ukraine. Member of the dissertation committee D 26.557.01 (14.01.05 – neurosurgery), dissertation committee D 26.155.01 (14.01.07 – oncology).

Member of the Ukrainian, European and World Associations of Neurosurgeons, National Association of Oncologists of Ukraine, International Society of Optical Technology, Ukrainian Association of Minimally Invasive Endoscopic and Laser Technologies.

He is a member of the editorial board of “Ukrainian Neurosurgical Journal”, international journal “Photobiology and Photomedicine”, scientific and practical journal “Oncology”, all-Ukrainian social and political journal “Trybuna”.
