The department of patent and licensing work as an independent division of the institute has existed since 1980. Before the department was created, inventive and innovative work was managed Prof. B. A. Pelts (до 1975 р.), chief engineer-patent examiner, honored inventor of Ukraine A. G. Savenko (1980-1989) and engineer-patent examiner Lyudmila Ivanovna Ryazanova (1989-2008).

The department of patent-licensing work and international relations is an independent structural scientific unit of the institute, which reports directly to the director of the State University “Institute of Neurosurgery academician A.P. Romodanov of the National Academy of Medical Sciences of Ukraine”.

Main activities of the department

The activities of the Department in the direction of patent-licensing work and innovative activity are aimed at the organization of patent-licensing work and innovative activity at the institute, at interaction on issues of patent-licensing work and innovative activity with the National Academy of Medical Sciences of Ukraine, with the Ministry of Education and Science of Ukraine and its subdivisions and institutions (the State scientific institution “Ukrainian Institute of Scientific and Technical Expertise and Information (UkrINTEI)”), with the Ministry of Economic Development and Trade of Ukraine and its subdivisions and institutions (the State Enterprise “Ukrainian National Office of Intellectual Property and Innovations (UkrNOIVI)”, subdivisions of the State Statistics Service of Ukraine), as well as for the organization of an annual inventory of objects of intellectual property rights and the preparation of relevant reports at the institute level and for the scientific coordination department of the National Academy of Sciences of Ukraine in accordance with the current requirements of the National Academy of Sciences of Ukraine and the orders of the Ministry of Finance of Ukraine.

The department has created a branch patent fund, which includes more than 250,000 descriptions of author’s certificates and patents of the countries of the near abroad, about 200,000 units of abstract information on the leading countries of the world. This fund includes descriptions of inventions for copyright certificates and SU patents from 1976 to 1993 under section A61, abstract information on foreign inventions in medicine from 1976 to 1993, abstract information on Ukrainian patents for inventions and utility models in the field of neurosurgery.

The patent department participates in the planning and completion of the Institute’s scientific research, participates in the preparation of research topics with the aim of identifying information for patent-licensing work, conducts work on searching for international patents via the Internet.

The department carries out scientific and medical management and participates in the conduct of patent and information research at all stages of the implementation of the research works, discovers protective technical solutions, and ensures their legal protection.

Head of department O.O. Nakhaba is candidate of medical sciences, specialty 14.01.05 – “Neurosurgery”, magister’s degree in intellectual property, has a higher medical education and a higher education in the specialty “Intellectual property”. Passed 7 medical specializations: “Neurosurgery”, “Pediatric neurosurgery”, “Pediatric orthopedics and traumatology”, “Organization and management of health care”, “Pediatric surgery”, “Ultrasound diagnostics” and “Pediatrics”. Total work experience in the field of patent management is 21 years. In 2017, passed the official defense of the dissertation work for obtaining the scientific degree of candidate of medical sciences on specialty 14.01.05 – “Neurosurgery” on the topic “Delayed cranioplasty of postoperative skull defects (experimental studies)”. In 2019, he passed certification at the National Academy of Medical Sciences of Ukraine for the award of the highest qualification category in the specialty “Neurosurgery” and “Pediatric Neurosurgery”. In July 2019, he completed a search research project on the topic: “Development of new methods, technologies, technical means and organizational measures to improve the quality of medical care in emergency neurosurgical pathology”. In 2020, he passed certification at the National Academy of Sciences of Ukraine for the award of a higher qualification category in the specialty “Organization and management of health care”.

As of the beginning of the 2000s, 308 copyright certificates, patents of Russia, USA, Australia, Argentina were received. During the work of the department under the leadership of Oleksandr Oleksandrovych Nakhaba, 451 protection documents for objects of intellectual property rights (Ukrainian patents for utility models and Ukrainian patents for inventions) were received, and work on creating new objects of intellectual property rights continues.

In 2020, the Department of International Relations was included in the department, whose task is to implement the international activities of the Institute of Neurosurgery. The work of the unit is focused on the development, expansion and strengthening of international relations.

The main tasks of the division of international relations are:

• Organization, administration and implementation of activities in the field of international cooperation on education and science

• Organization and administration of international cooperation within the framework of partnership agreements with foreign universities, institutions, clinics

• Analytical activity in the field of improving the management of international relations

• Provision of advisory support to the employees of the Institute regarding opportunities to participate in foreign internships

• Informational support and control of the internship process of foreign specialists in the specialty “neurosciences and neurosurgery”, training in various areas of neurosurgery and related specialties at the Institute

• Providing answers to inquiries and consultations regarding the terms of admission to study, immediate conditions of study, directions of training in the specialty “neurosurgery”, regarding the nostrification of diplomas of foreign citizens in the Ministry of Education and Science of Ukraine

• Ensuring the implementation of advertising and information work with the aim of disseminating information about the Institute’s scientific and educational activities

• Organization and coordination of work on informing candidates about participation in international events held in the field of education and science
